The New Century Region is a world leader in public and private education.

Health & Safety Strategies


Overall Strategies

  Convert our health care system to one based on wellness and prevention throughout life by making personal responsibility for wellness part of our regional culture. Health in the New Century Region is broadly defined as personal well-being and a healthy community.

  Make personal wellness and health education part of the curricula, beginning in elementary school. Use resources to better educate the public on the benefits of personal wellness. Reduce the teenage pregnancy rate 50 percent by the year 2005 through increasing education on prevention and parenting.

  • Promote a "Fit-for-Life" philosophy in the New Century Region which:
  • Establishes effective prenatal care as an integral part of the health care system in the region;
  • Assures that a family-centered, community-based system of primary care is available and accessible for all children;
  • Develops and maintains comprehensive adolescent health service throughout the region;
  • Establishes innovative and effective methods and mechanisms to address the health needs of our aging population;
  • Establishes health and fitness profiles for every primary and secondary student in the region.

  Install regional public safety task forces for the areas of law enforcement and fire and rescue to provide for the optimal use of associated human, financial and equipment resources.

  Study the feasibility of a regional jail farm, jointly funded by New Century governments, to house prisoners who will not be transferred to the state correctional system. This would prevent numerous expansions of local jails and potentially save the taxpayers of the region substantial tax dollars.

  Expand the juvenile first offenders programs established in Alleghany County to cover the entire region.

  Broaden educational efforts, beginning with elementary grades, to teach students the dangers of driving under the influence of alcohol and drugs and stress programs geared for traffic and personal safety.

  Create a peer court system for first-time juvenile offenders under 18 years of age.

Safety

  • Strategy 1:  Install three "Regional Public Safety Task Forces" (one each) for the areas of law enforcement, fire, and rescue to foster a partnership and team work between each of these functions and government, public, and private industry and to provide for the optimal use of associated human, financial, facility, and equipment resources.
  • Added Strategy:  Create in The New Century Region a peer court to mete out justice to first offenders under the age of 18.
  • Added Strategy:  Build a regional prison farm to house inmates currently serving longer-term sentences in our local jails. This would reduce the need to expand numerous existing jails and create a more productive facility that could produce food and products for cost savings in normal jail facilities.
  • Added Strategy:  Turn the Mill Mountain Star red for 48 hours following any traffic fatality caused by a drunk driver in the New Century Region.

  • Strategy 3:  Provide a nationally recognized training and continuing education center for health care.
  • Strategy 4:  Encourage health providers and business community to interact together to maximize the benefits of healthcare reform.
  • Strategy 5:  Improve healthcare access for children of all ages, to include school health. Reduce the Region's teenage pregnancy rate by 50 percent. Establish innovative and effective prenatal care as a functional part of the healthcare system for the Region.
  • Strategy 6:  Establish innovative and effective methods/mechanisms to address health needs of the aging population.
